Procurement Manager - GFATM(Proposal)
Over the past 40 years, MCD Global Health (MCD) has worked to strengthen health systems through integrated, sustainable, and locally driven interventions across several public health sectors. MCD collaborates with donors, national governments, the private sector, health agencies, communities, and local stakeholders to improve health and save lives in the following areas: malaria prevention and control; water, sanitation, and hygiene; maternal, neonatal, and child health; health system strengthening (HSS) HIV/AIDS; Zika; and other communicable diseases.
MCD is currently seeking candidates to serve as the Procurement Manager for the anticipated three-year malaria control project funded by the Global fund for AIDS, TB, and Malaria (GFATM) in Madagascar (Principal Recipient grant). The Project seeks to support the Government of Madagascar and local stakeholders in the fight against malaria.
The Procurement Manager will plan, direct, and coordinate the procurement activities of the Project and ensure cost efficiency and timeliness in health commodity purchasing under the Project.
This position is contingent upon award to MCD.
Essential Job Functions:
-Oversee procurement of all health commodities and supplies, including sourcing quotations through the issuance of Requests for Quotation/Proposal and managing tender/contracting processes; and verifying deliveries, quality of goods, and invoices;
-Support the Ministry of Health for the quantification of health commodities and equipment;
-Develop the Project procurement plan and ensure its implementation;
-Submit procurement plans to the CCM and GFATM for their approval;
-Ensure effective procurement management, including driving optimal and cost-effective supply of goods and services to the organization;
-Ensure procurements are completed timely, and take steps to rectify challenges;
-Ensure that procurement of health commodities and supplies is conducted efficiently and ethically;
-Manage the review of the availability of required items with vendors, consolidate price information, and submit to Project Director for budgeting and planning purposes;
-Continuously monitor requisitions to ensure that proper procedures are followed and that organizational and donor procurement policy are enforced;
-Establish and maintain sound partnerships with suppliers;
-Responsible for due diligence checks (supplier references, site visits, historical data, anti-terrorism compliance) for authorized vendors and contractors;
-Monitor procurement records to ensure that each procurement request is fully and clearly documented according to MCD and GFATM policies;
-Conduct regular market surveys in key procurement categories to ensure that the Project is receiving the best value for money;
-Conduct frequent procurement reviews and carry-out spot checks and training/mentoring for other Project procurement staff;
-Ensure all procurement activities are governed by the highest standards of personal and business conduct and in accordance with MCD procurement policy and procedures.
Qualifications, Skills, and Experience Required:
-A Bachelor’s degree in Procurement, Commerce, Business Administration, or a related field. A Master’s degree will be an advantage;
-At least 7 years of progressive experience in procurement;
-Working knowledge of GFATM regulations and procurement policy and procedures;
-Relevant supply chain certification would be an advantage;
-Strong leadership, planning, management, communications, and problem-solving skills;
-Proficient in the use of the standard Microsoft Office package with particular experience using Word, Excel, PowerPoint, and Internet Explorer;
-Prior experience working in Madagascar is strongly preferred;
-Fluency in French is required. Proficiency in English a plus;
-Priority will be given to qualified Malagasy nationals.
