
MCDI worked closely with Zanzibar's Ministry of Health to establish and implement this three phase study to ensure the effectiveness of the country's health services system. Under contract to the Revolutionary Government of Zanzibar, MCDI completed a comprehensive analysis of the requirements for a more efficient and cost-effective health delivery system and a sound health infrastructure, with attention given to rural health services. The needs of the Ministry of Health were analyzed in terms of manpower, financial and management capacity.
The components of the study included:
The assessment of the existing health infrastructure in terms of the current and prospective needs of the Ministry of Health as well as national health, population and environment policies. This resulted in the development of a plan designed to consolidate and rationalize physical coverage to ensure optimum availability, acceptability, and accessibility to the rural population at risk, and the needs of women as both providers of services, and beneficiaries;
The development of a plan based on Ministry of Health management, financial planning, human resources development, and maintenance capability following a thorough analysis in order to strengthen weaknesses and gaps in key operational systems, to reinforce cost recovery efforts directed to reduce the burden of recurrent costs, and to ensure the affordability of health care by all Zanzibari at all service delivery levels; and,
The development of a plan for the institutionalization of preventive and reparatory maintenance systems for physical facilities and bio-medical equipment with appropriate standards set for staff training at all levels of the health delivery system, which takes into consideration the capacities of the private sector to support the Ministry of Health efforts.
