Health Project Evaluation (1999 - 2000)


MCDI was contracted to provide the World Bank and the Tanzanian Ministry of Health with the technical assistance required to undertake an evaluation of the US$ 70 million Health and Nutrition Project (HNP). The project objectives were to raise the quality, coverage and effectiveness of family planning, nutrition, and basic health services in urban and rural areas through the provision of support to critical and strategic elements of the population, especially those who constitute the health and nutrition sectors.


During the implementation of the project, particular emphasis was put on strengthening:

  1. Institutional capacity for health planning and policy formulation;
  2. PHN manpower development and training;
  3. sustainable provision and financing of pharmaceuticals and medical supplies;
  4. micronutrient deficiency programs;
  5. implementation of the national population policy;
  6. rural primary health care, through the trial implementation of the revised strategy and;
  7. urban primary health care through reform and rehabilitation of the system.

MCDI, in accordance with the Terms of Reference of the Project Evaluation Contract, produced an Evaluation Report that included analysis of the following focus areas:

  • Primary health care services and rehabilitation services at the district level
  • Human resource development
  • Medical stores department (MSD) and pharmaceutical sector development
  • Health care financing initiatives
