
MCDI has also recently completed an African Development Bank-funded Health Sector Study in Swaziland. The study reviewed the entire health care system with a view to identifying major problems and designing appropriate interventions in terms of project packages for the African Development Bank and other donor funding. A major component of this work was a health facility planning exercise that included planning for tertiary care services and evaluating the potential demand for high-level tertiary care services from those who were being treated in South Africa.
The requirements projections were undertaken using MCDIs Heath Facility Requirements Computer Program, Model, which took into account the significant projected AIDS burden in Swaziland. The projections for the Mbabane National Referral Hospital also took into account the effect on future demand of investments in the rehabilitation of a number of mission hospitals including Raleigh Fitkin and Good Shepherd. During the study MCDI carried out an evaluation of the pharmaceutical sub-sector on the aspects of drug policy, procurement, storage and distribution and developed recommendations in areas of stock management, payment mechanisms, reporting systems, strengthening of inventory control and introduction of more rational drug use.
