Feasibilty, Design, and Engineering Study (1991)


In 1991, MCDI was selected to conduct an evaluation of the overall health care system of Sierra Leone (Feasibility, Design, and Engineering Study in the Health Sector: African Development Bank). The study included a performance analysis and master plan development for the four tertiary care hospitals in the country: Connaught, Children's, Princess Christian Maternity, and Kissy Mental. MCDI's technical assistance team included our Hospital Architect/Planner, Mr. Velsey, as well as a health economist, a human resources specialist, a biomedical equipment and maintenance specialist, a pharmaceutical systems specialist, a health management information specialist, and a health sector management consultant.


The master plan incorporated a socioeconomic analysis of the country, a project cost-effectiveness analysis, a cost efficiency analysis, and a financial analysis, which included an assessment of the recurrent annual expenditure implications of investments in the four tertiary care institutions. The study also analyzed pharmaceutical organization, management and procurement systems, storage and distribution systems from the central warehouse to the health post, and the local production and quality control systems, finally providing recommendations to improve those systems.
