Santé II: Architectural Studies and Designs, Construction, Supervision, and Health Center Rehabilitation (2004 - 2007)


The Government of Madagascar awarded MCDI a USAID-funded contract to render services to meet the following objective: "increase access by the population in the most disadvantaged health districts to quality health care services." The Government of Madagascar obtained the support of the African Development Bank through the Santé II Project for the construction of 42 new basic health centers, 46 new pharmacies, the rehabilitation of 5 pharmacies and 10 new surgical wards. The project was also responsible for providing furniture and equipment to 5 level-2 district hospital centers, and for providing electricity to the 42 basic health centers.


The Government of Madagascar engaged the Team of MCDI and Espace Ingénierie (MCDI/ESI), in coordination with the Project Implementation Unit, to oversee the construction. Through this project, the Team has increased the population's access to quality health care services and made essential medicines available to the entire country, resulting in improved health for the population, particularly mothers and children in the most remote areas.


The project will consist of the following components:


Component 1 - Construction/ Renovation of Infrastructure


MCDI carried out these services in three phases:
Phase I: Civil engineering study;
Phase II: Overseeing the bidding process; and
Phase III: Evaluating tenders and supervising construction


Component 2 - Procurement of furniture, equipment and materials


MCDI provided a senior health facilities architect and bio medical engineer to complement the expertise of its local partner. Detailed architectural drawings and construction documents were prepared for the civil works; specifications and tender documents were prepared for the biomedical equipment and furniture associated with each category of facility. Project staff supervised the construction of all facilities and the installation of the biomedical equipment.
