Human Resources Development Consultancy (2002 - 2004)


The World Bank awarded MCDI a contract for carrying out a Human Resources Consultancy in Lesotho. The Study is designed to further develop the preliminary analysis of human resources supply and demand carried out by MCDI in the Lesotho Health Study, based on a new, complete and up-to-date database of all health sector personnel (Government, NGO and private sector) to be developed as part of the consultancy.


MCDI is working with the Human Resources Department of the Ministry of Health and Social Welfare to use these new and improved personnel data to conduct a comprehensive human resources Needs Assessment. The Needs Assessment will include an assessment of current health sector human resources supply (occupational profile, distribution analysis, assessment of employee characteristics, evaluation of remuneration, benefits and working conditions), an attrition assessment, a personnel skills assessment (including workload analysis), a training capacity assessment, future health sector personnel supply projections, health sector personnel demand/requirements projections, and a gap analysis between future requirements and future supply. The future supply, requirements and gap projections will be generated using MCDI's spreadsheet-based MedSolve Personnel Module. The Needs Assessment will serve as the basis for the development of a Comprehensive Manpower Plan and subsequent Strategic Plan.


In addition to these planning-related tasks, the consultancy will also provide continuous technical assistance to evaluate and strengthen personnel management systems within the MOHSW. This will include (1) management systems and procedures associated with the development, review and implementation of Schemes of Service, including job evaluations (job descriptions, qualifications, career paths and conditions for progress), and conditions of service (pay and benefit schemes, job grading systems, working environment), (2) Career Management and Counseling systems and procedures including recruitment, posting, career development/training, promotions and termination of service, (3) Performance Appraisal and Management systems and procedures, (4) Personnel policies, rules and regulations/code of conduct, and (5) Labor relations.
