Regionalization of Health Delivery Systems, Phase II
(1981 - 1982)


The purpose of this contract was to plan the development of regional health systems for three health regions of Haiti (covering a population of about 2.6 million inhabitants), and to prepare a loan application for the Government of Haiti to finance the project.


MCDI's specific responsibilities were to:

  • Conduct a complete health sector assessment for the country;
  • Design a regional health system appropriate for the three regions (including the services, facilities, manpower profile and training programs, and management systems);
  • Prepare socioeconomic analyses of the regions and project cost-effectiveness, and cost-efficiency;
  • Undertake financial analyses for the Ministry of Health including the recurrent annual expenditure budget, and develop a financial management system to implement the project;
  • Prepare architectural documents for the construction of eight regional and district health and training centers. Study construction methodology, material availability, and cost to estimate construction costs;
  • Develop medical equipment and facility repair and maintenance programs for the three projects;
  • Identify equipment, supplies, furniture, vehicles, and drug lists required for all eight proposed facilities. Estimate costs, including the cost escalation factor.

Consultants with expertise in engineering architecture, public health administration, program planning, financial analysis, health economics, and health facility equipment were recruited for the project.


The loan request was approved with praise from both the Government of Haiti and the Inter-American Development Bank.
