Health Services Delivery Pricing Study Ministry of Health (1998 - 1999)


The Republic of Guinea awarded MCDI a World Bank-funded contract to provide technical assistance to develop a program for viable and cost-effective delivery pricing of health services.


The overall objective of the study was to assist the MoH and its principal partners in establishing pricing policies to ensure the financial autonomy of health care facilities, while increasing their accessibility to the public. Specific objectives included, but were not limited to, the following:


  • Determining the actual cost of health delivery services by illness episodes
  • Comparing the real cost of health delivery services to current pricing policy
  • Determining the population's ability to pay for services
  • Determining the ability of health facilities to purchase drugs
  • Proposing pricing policies for health delivery services that consider the population's ability to pay and the financial sustainability of the facilities
