Health Sector Requirements Study/Rehabilitation and Equipping of Physical Infrastructures (1994)


In 1994 MCDI and its sub-contractor were selected to conduct a three-phase analysis of the overall health care system in The Gambia (Health Sector Requirements Study (1994-1995) - African Development Bank), and to provide technical and architectural assistance to rehabilitate health care facilities in the country.


During the study, MCDI performed a general analysis of the health sector, prepared socioeconomic analyses of the country, did analyses of cost-effectiveness and cost efficiency, undertook financial analyses for the Ministry of Health including recurrent annual expenditure budgeting, and made recommendations for improved financial management systems within the MoH. A significant component of the work was the development of a health facility plan based on a thorough analysis of current service utilization and a projection of future demand. The Gambias tertiary care referral hospital, Royal Victoria, as well as its principal regional hospital, Bansang, were included in the facility planning analysis.


MCDI developed design specifications for fifty health care facilities in all, prepared architectural documents for the construction of these facilities, and developed medical equipment and facility repair and maintenance programs, identified equipment, supplies, furniture, vehicles, and drug lists required for proposed facilities, developed a pharmaceutical procurement, management, pricing and sales program for the central pharmacy, prepared necessary tender documents with and without confidential cost estimates, and made recommendations on the appropriate manpower profile and training programs.
